Apache optionally uses this registry key to locate the ServerRoot in order
to locate the httpd.conf file.  However, it has alternate strategies so that
it may not be necessary.  If you install the prebuilt OpenSA distribution,
this entry gets written, but you can also set it via RegEdit32.  The value
will look like:

  ServerRoot: REG_SZ:f:\Apache

Since you server starts up, I assume that there is a configuration problem.
Look at the ssl logs, etc. to see if mod_ssl sees your hit.
