Try looking at the Verisign web site for one thing! When you've done that and
figured that the cost seems a lot if all you want is a certificate 
and nothing else, then you might want to consider www.globalsign.net or 
www.equifaxsecure.com/ebusinessid as an alternative. I might add that I
haven't found equifax helpful in responding to email questions or phone 
calls, but when I did speak to someone on the phone they were very helpful,
and their certificates are only $45 for the first year.

You need to create a Certificate Signing Request, or CSR, which is a secure 
request for a certificate that you send to the Certificate Authority, or CA.
After verifying that you are who you say you are, such as providing business 
documents if you are a business, then the CA will issue a certificate. If it's 
just for personal use then you can have them sign the certificate with the 
organisation set as your personal name.

The openssl documentation explains somewhere how to generate the CSR, and
Equifax also explain this (taking their notes from the openssl documentation)
on their web site.

If you install modssl, then you can also generate test certificates that you 
sign yourself to allow you to play and explore modssl configurations and so on.
