Well, that is up to the client settings - in Netscape press the Security button,
choose Passwords and it will say something like:

Communicator will ask for this Password:

        The first time your certificate is needed
        Every time your certificate is needed
        After 30 minutes of inactivity

The default setting (4.72) is "The first time your certificate is needed" - but
yours is set to "Every time your certificate is needed", so all you need to do
is to change that.
