Don't try to install mod_ssl with apxs - you can only use apxs when upgrading
a previous version of Apache+mod_ssl.
Follow the instructions in the INSTALL doc and choose the
"All-In-One mod_ssl+APACI way [FOR JOE AVERAGE]" method. When that is up and
running, then you can install mod_auth_radius.c using apxs.
