Owen gave me several suggestions which worked.
The first thing to do is to seperate your root doc and cgi directories for your
ssl and non-ssl. Failure to do this sets up a loop.
Then you can use mod_rewrite, redirect, or redirectmatch to send things to the
ssl side.
