That is a good guess. Your $HOME/.rnd file is not read by mod_ssl.
Probably your 'test environment' is on a different platform offering
'/dev/urandom' (Linux or *BSD). Now you run on a platform without
'/dev/urandom', so you need other sources of entropy, as is stated in the
corresponding installation notes and FAQ entries.
