This is a known bug in IE5.5.  My credit union has a note about it on their
web page that says:

        Internet Explorer 5.5 has a flaw in the way it handles secure
        frames pages.
        You will recieve a warning stating that the page 'contains both
        secure and nonsecure items' and the padlock will not appear to
        indicate that the site is secure.
        Microsoft has stated that it is a know issue with IE 5.5

        Please be assured that our site is secure.
        If you still have doubts, you can use the frameless version
        of Internet Teller
        by clicking the 'Logon without Frames' button instead of
        'Access My Accounts'
