sorry about the forward.  The first time I sent this I sent it to 
[EMAIL PROTECTED], and I'm not sure how to resend it to the right 
place without forwarding it.  Anyway, here goes.  I sent this yesterday, 
and still haven't found a solution on my own, so any help would be 
appreciated.


I just have to chime in here.  I am having the same problem.  When 
attempting to connect to https://my.server.com, I get a "network 
connection refused by server, server may not be accepting connections or 
may be busy."
This is not a server I set up, I just had to take over for the guy who 
just quit.  Here's the particulars...
openssl 0.9.6
apache 1.3.11
mod_perl 1.21
no information shows up in the ssl_request_log, nothing in error_log, 
nothing in the access log.
the keys, and self signed certificate are set up correctly, I AM using 
apachectl startssl, 
one thing I'm worried about is this
<IfDefine SSL>
Listen 80
Listen 443
</IfDefine>
and he does it again later with two AddType's within the IfDefine, the 
.crt and .crl
THEN everything having to do with ssl, from error logs to cache to key 
locations, is nested within a big <IfModule mod_ssl.c>
if that module wasnt there, I wouldn't be prompted for my PEM pass 
phrase, which I am....

the only inkling I have at the moment is the stunning amount of "server 
seems busy, (you may need to increase StartServers or 
Min/MaxSpareServers), spawning 8(sometimes 16) children, there are 0 idle 
and 54(anywhere from 34 to 70) total children.
this occurs every 2-5 minutes....
