Check your Apache startup logs for a message along the lines of :

blah blah shared object blah not compiled with EAPI, recompile with -DEAPI 

We had tried to start up an Apache listener that had mod-ssl and the Oracle
shared object and received results similar to what you are describing. Since
the Oracle shared object file wasn't created with -DEAPI, and of course the
rest of your binary was (since you're posting the mod-ssl list I assume this
is true) they are not going to play well together. If we/you could get the
.so source from Oracle and recompile it, OR get them to recompile it with
-DEAPI I think we'd all be happy campers. But as you know, Oracle isn't
really interested in having happy customers. We have given up on it and are
continuing our ludicrous use of Oracle products by planning to upgrade to
the Oracle IAS (Internet Application Server), which we have been assured
will be THE answer to all our problems ;^(
