We were getting the "page could not be displayed" error when connecting
to our SGC-enabled mod_ssl-2.6.6-1.3.12 server using MS Internet
Explorer 5.0 or 5.5 with 40-bit encryption. The problem went away
immediately when I changed EXP56 to EXPORT56.
