Well the keystone directory is located under the htdocs directory, and
since the default configuration files allow access to the htdocs
directory, my understanding is that access to keystone is implicit.

The kicker here is that Keystone on apache without modssl works
perfectly fine, so whatever the problem is it is caused by the
introduction of modssl.  (At least, as far as I can tell.)
