No. They _are_ two totally separate web sites that happen to share the
same host name.

Why should any of the content be duplicated on both sides? In almost
all cases they are totally separate sites with quite different reasons
to exist. They co-exist and often have many links between them, but
they are not a single site.
If you want to provide substantial duplication between the virtual
hosts, newer versions of Apache do support an INCLUDE directive which
should allow you to include the same file in two virtual hosts.
