I suspect she has some greater troubles, but, might well be mistaken by
what she cpied into her post. Besides the sighup being sent at
semi-regular intervals to httpd, there is the issue with dynamic module
limits. There are strange looking modules trying to be reloaded, are
there not?

module mod_alias.c:
I'm kinda surprised any of these load in the first place. Perhaps I
misread her post.
