Your SetEnvIf directive is not functioning....
it reads
SetEnvIf ".*MSIE.*"     nokeepalive ssl-unclean-shutdown downgrade-1.0
it should be
SetEnvIf User-Agent ".*MSIE.*"     nokeepalive ssl-unclean-shutdown downgrade-1.0
