'restart' and 'graceful' will restart the server with -DSSL, if it's 
(currently)running with -DSSL.

'restart' sends a SIGHUP to apache
'graceful' sends a SIGUSR1 to apache, which httpd reads as 'finish what you're doing, 
then HUP yourself'.
