The logic controlling "perl Makefile.PL PREFIX=/whatever" is being
repaired and overhauled in the next few days and released to CPAN.

If PREFIX and friends have bitten you in the past, please read this
document and comment on the new logic.  Particularly, try to think
through how it will play out on your system and if you consider the
new behavior to be Doing What You Mean.
