Smartening the CPAN and CPANPLUS modules doesn't help the people who've already got them installed are happy using them and haven't encountered a reason to upgrade. If a Perl 6 module is uploaded in such a way that existing verions of the CPAN module would download and install it (possibly clobbering a working Perl 5 module), that's broken -- a user (quite reasonably) wouldn't expect it, especially if their existing set-up has been working for years and they haven't changed anything at their end. And if the module that's been clobbered is one used by CPAN or CPANPLUS, that could be exceedingly awkward to undo. That newer, smarter versions of these tools exist doesn't help them.
