Because it's effectively free.  Costs are teeny-tiny.  Plus, authors can
remove t/boilerplate.t if they don't want it.

Sure, but we don't have control over that.  Putting it in
Module::Release would be great, too.

We saw putting it in Module::Starter as a place to start.  JFDI and
all that.  Plus, we know what boilerplate we're putting in, so it makes
it real easy for us to check for it, too.
