The best and easiest thing is to contact the author of the original
namespace to give you co-maintainer rights. Maybe this way you even
get him involved and relight his fire. He then needs to go to
pause.cpan.org and enter your PAUSE ID on every module or submodule in
Qt. He can even pass it completely over to you.

and try the next steps.

Generally you can upload anytime with a higher version number.
Only drawback is you get "UNAUTHORIZED RELEASE" warnings and need to
specify the exact file when installing from CPAN shell.

But of course it's better you find the original author.

The namespace is not really registered as far as I can see.
So your chances are good the the indexer simply respects a higher
version number once you have the (co-)maintainer perms.
