install_paths Persistence Issue?

)?

Someone [checked in a workaround](http://github.com/SamuraiJack/module-build-jsan/commit/bb3842316052fdcf2240ca545f200b3745c724de 
) for it in a fork of M::B::JSAN, so I'm trying to understand if  
there's really an issue here that needs to be resolved.
