Off the top of my head: Windows, a huge, hidden number of our users, has
nothing usable and the Solaris package manger is a joke. Not all users in
those environments have access to those package managers. Not everybody wants
to use them to manage Perl. For example, cpan2rpm is a commendable effort but
also a nightmare...

Most shops that make it work have a Perl expert on hand. They should not need
one.

Michael is right. I deal with setting up Perl driven software are a wide variety of systems. This often means setting up Perl itself because the system doesn't have one, or to have a non system instance. It can be a real pain, it shouldn't be, it should be easy and straight forward for all. TIMTOWTDI, relying on the OS for package management can be far from idea, or not even an option.
