Testing new "Request PAUSE account" interface courtesy brian d foy.
This new interface should work like the module registration, i.e. a
mail is sent to [EMAIL PROTECTED] with two URLs, one for
one-click-registration, the other to a pre-filled form for further
processing. TODO: test it and then spread the word
