why:
I've written a module which performs parallel lookups of an IP
address in multiple RBL's (realtime blackhole lists). I'd like to
call it Net::RBLClient. I realize that the existing module of this
type, Mail::RBL is in the Mail namespace. Net seems a more
appropriate namespace because RBL's can be used for things other
than mail, and neither module sends, receives or processes mail.
