02packages.details.txt discrepancy - I18N::LangTags

According to blead perl sources, I18N::LangTags is a dual life module.
since it's in the "dist" directory:

    'I18N::LangTags' => {
        'MAINTAINER'   => 'p5p',
        'DISTRIBUTION' => 'SBURKE/I18N-LangTags-0.35.tar.gz',
        'FILES'        => q[dist/I18N-LangTags],
        'UPSTREAM'     => 'blead',
    },

However in 02packages.details.txt.gz, I see this:
I18N::LangTags                     0.35  L/LB/LBROCARD/perl-5.12.4.tar.gz

Is this an indexing bug in need of fixing?
