First thing would be to check the permissions.
What user account is the service set to run under?
What permissions are on the Web Mail directories and files within them?
(I'm thinking off the INI file here).
Anything in the eventlog? Modus Mail Logs?

After upgrading to Modus from Vopmail, I get the following when
attempting to start the webmail server:
The VIRCOM Web Mail Server service terminated with the following error:
