If you don’t need v.90…

 

Cheapest solution would be an old junker PC, Linux and analog modem.

 

If you already have a Cisco 1700,2600,3600 or 3700, A Cisco WIC-1AM (analog modem) is about $350-$400 new.

And& if you need to offer v.90, get a Courier ISDN w/ v.everything (for example: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=3441325648&category=14923 ) and get a BRI ISDN line instead of a POTS line.
