There are new options in 3.0 to scan inbound mail only, and not scan
outbound for local or "trusted" users. Take a look at your Anti-Spam
settings / Preferences tab and see if "disable scanning for messages sent by
trusted source" is checked.
Similarly, check your Security / Whitelists settings to see if you've added
the local IPs to the Scanning Whitelist settings - it also allows local
users to bypass the spam scanner for outbound messages.
If you change either setting, stop and restart the moduscan service.
