Also, I am assuming if the users email was defined in a spam whitelist
their mail would also not be scanned?

Jerod,

There are new options in 3.0 to scan inbound mail only, and not scan
outbound for local or "trusted" users.  Take a look at your Anti-Spam
settings / Preferences tab and see if "disable scanning for messages
sent by trusted source" is checked.

Similarly, check your Security / Whitelists settings to see if you've
added the local IPs to the Scanning Whitelist settings - it also allows
local users to bypass the spam scanner for outbound messages.

If you change either setting, stop and  restart the moduscan service.
