Take a look at your Anti-Spam settings / Preferences tab and see if "disable scanning for messages sent by trusted source" is checked. Similarly, check your Security / Whitelists settings to see if you've added the local IPs to the Scanning Whitelist settings - it also allows local users to bypass the spam scanner for outbound messages. If you change either setting, stop and restart the moduscan service.
