Outlook Express does not use a PST file as far as I am aware. It instead
uses DBX files each one with the same name as that off the relevant
folder.

If they are using Outlook and the problem is associated with a PST file
you would probably be able to get round this using the 'Mailbox Repair
Tool' (xx).

I have also seen this issue with Outlook Express and it is normally
caused by other applications that are running which could be experience
a memory leak. Have the user Reboot the machine to see if that clears
the problem. If it doesn't find out what other software they have
installed that could be running as a service (basically anything that
would be running in the background). Try shutting un-needed ones down
until you find the one that causes the problem.

If you find the above process doesn't work try re-installing IE6 as that
will re-install the DLL's shipped one off which may have been
over-written by another application.

I've seen this error before as well. From what I remember you would have
to find the file folders.pst (I believe) rename/delete the file and then
reopen outlook express.  Adverse affects = all the past mail will be
deleted.  Hope this helps.
