There is a set of RBLS under the xxxxxx.blackholes.us  domain where xxxxx is
varaible.
Among them are dialup, and other listings, which generally allow you to
block transient users (dialup, cable, DSL) as opposed to static, valid
servers.

Look there.

And, these are the kind of things we are working on and discussing at
Peercon.  We are working on our own limited access RBL for Peercon members
to meet the above sort of need, with additional features.  See below for
more Peercon info. :-)
