Yes, people have varying loads depending on number of mailboxes etc. We can do whitelisting to compensate for maillists etc. Those whitelists are static and are never removed so once the need is known and it is whitelisted, it is going to stay whitelisted. The blacklist itself uses a user set config so that the striking point to ban an ip is up to the ISP and can be set to whatever is reasonable for their subscriber base and email load.
