Only embedded mode is available with Apache 1.3 and there have been no
really changes to that for quite a while. Where there have been
changes, they only applied or only added features which were available
when you were using Apache 2.X. Removing Apache 1.3 support means
aspects of the code will be cleaner. I haven't been validating code
even compiled on Apache 1.3 for a while anyway.

Although Apache 1.3 support would be dropped, you could still use
mod_wsgi 3.X if you needed to use it.

Objections? Comments in support?

Most people I know haven't used Apache 1.x in years. I personally have no objections to this. If it's going to make working on mod_wsgi easier, then it's probably worthwhile doing.
