That is 'installbuilddir'.

Is there no:

  my $libdir = .... something

If not, that libdir must be way of allowing user environment to override it.

Anyway, LIBTOOL in config_vars was correct.

Issue may be that apxs may give precedence to what:

  apr-1-config --apr-libtool

says.

Run:

  apr-1-config --apr-libtool

and tell me what it says.
