I can possibly explain it, but can you tell me first whether you have
verified that your web applications are in fact running in daemon
mode:

Can you send an example of the mod_wsgi configuration for an
application, ie., WSGIDaemonProcess/WSGIProcessGroup/WSGIScriptAlias
etc?

Also, what is the memory size of the processes you see come and go?
