There is generally no good reason to use mod_wsgi-httpd. It is only intended 
for those who have no choice because they have no ability to have Apache 
installed as a system package, and compiling Apache from source code themselves 
is too big of a challenge.

The mod_wsgi-httpd package also doesn’t really get much attention and often 
will not be the latest version of Apache. I wouldn’t rely on it if you can 
avoid it.

In your situation where fips compliance is important, use a Linux distribution 
where you can get proper commercial support. Then use their system Apache 
package.
