The number plate used to belong to the MMC and I'd imagine still does. If the Aero 8 was silver blue, it's one of the factory prototypes which Charles used a lot for general transportation. Even had a couple of rides in it myself. As it's the Works "hack", anyone might be using it though and not necessarily Charles.
