That's not required, you can also go from 1.5.x to 1.7.x directly.

Maybe try mod_wsgi (if you are using Windows, you won't be able to use 
daemon mode, but embedded mode is still better than using CGI).

Yes. Likely something in your setup is wrong, maybe in your apache config.
