Indeed. I forgot to add a slash at the end of:
ScriptAlias /aplwiki/moin.cgi/ "D:/wikis/apl2/moin.cgi"
With the slash:
ScriptAlias /aplwiki/moin.cgi/ "D:/wikis/apl2/moin.cgi/"
everything is fine...
