Well it's an old action: http://moinmo.in/ActionMarket/CreateNewPage.
Normally you put this action in a directory under your data dir...
"/plugin/action/" or somewhere in your moin installation directories.
With the "actions_excluded" you can exclude unwanted action in your
config, see here: http://moinmo.in/HelpOnConfiguration#auth
