I don't suspect this is the case.  The ftp.monitor in 0.38.18 just
looks for the initial 220 on that line, it doesn't care what comes
after it.  If it gets that it sends "quit" (plus CR + LF), if it gets a
221 response, it treats it as success.  Try sending the "quit" after
you connect to see what the server responds with.

The current ftp.monitor is a bit more verbose about the problem it's
experiencing with each server.
