Voice Message- The System is down....

Okay this is a interesting Idea I have but I don't know if it is even possible or has even been implemented into Mon.  This is more of a open discussion then anything.   Here is the scenario.  Something has triggered a alert in MON we will say for our example one of the routers has gone down.  So MON calls another program and that program calls someone's telephone and speaks to the person with a message stating that such and such alert has happened basically stating whatever is typed into the alert message.  Kind of like qpage can do combined with MON, but I want it to call and tell someone this in Voice, not a text message.   So is this possible? Or to far out in left field yet..   Im sure MON could probably activate another program and run something through it, so I guess the real question is what programs will pickup the phone and call someone using voice.   Any ideas would be appreciated.   Thanks, Tom Warfield
