I made a setup last year which did exactly that:
mon calls an alert script voice.alert with a phone number.
The script uses a free text 2 speech tool to generate a wav file.

With Linux and ISDN you can make a call and play this wav file.

Everything worked, but the quality of the text 2 speech tool was soo bad,
we decided to use SMS messages instead.

I found another tool (IIRC from university of Edinburg), which had a
very good quality, but the output went directly to /dev/dsp and
i didn't have enough time to make it scriptable.
