Monit isn't designed to monitor something like cacti that doesn't
run as a daemon. Cacti instead is a process started by cron that runs
periodically (typically ever 5 minutes). 

What is it that you are
really trying to do? Are you just trying to make sure that every Cacti
run has completed successfully?
