When the mouse pointer is moved from a drag&drop target to one or more controls
that are no drag&drop target, then the DragLeave event should just be sent
once.
Currently, we keep sending the DragLeave event on each mouse movement.
To reproduce:
1. compile and run the attached code.
2. follow the on-screen instructions.
