Those are two different things.

Cecil 0.6 works on the CF. I haven't tried with 0.9, but it shouldn't
be hard to get it to compile on it.

The patcher is a tool to take an assembly compiled on Mono, and change
its references to match the Compact Framework versions. The goal being
to be able to compile on Mono, patch with Cecil, and run on the CF.
