Scott Guthrie? I'll put in my word for changing the license to SharedSource but in my experience Microsoft has never been very good at listening to their forums / users :)
Do you think that with Novell's recent deal with Microsoft that there could be some extra leverage to get this to happen? We've been spending lots of time on the CAB and I don't know how I built apps without some kind of plugin/composite framework before. The other option is to have the MonoDevelop add-in architecture be a seperate enough that people can build plugin architectures with it rather than something like CAB.
