- Developers would use Mono on Windows to test their app, for example, or because they need Mono-specific features (like Mono.Simd). Also, some commercial apps, like Unity, run on Windows using Mono. - There are few different Windows versions, while there are loads of different Linux distros. - Most Windows users aren't likely to bother compiling their app, while Linux is all about struggling to get your stuff working ;). Not to mention that compiling Mono on Windows is a pain. - It's up to the Linux distro maintainers to take care of packaging apps. - Ubuntu is not about cutting edge, it's often a bit behind in terms of software versions. That said, the latest Ubuntu ships with Mono 2.4.2.3, which isn't too old, so they're not too far behind this time.
