Interesting - I never knew about that. If you don't have any luck on this mailing list, I'll also suggest the Xamarin community (just go to xamarin.com and login to community) and also call up their main phone number. My understanding, based on what you've said and shown here, is that you're a developer of an open source project, and it appears that Xamarin sometimes offers free licenses to developers of non-commercial open source projects. But when you submitted the request, they rejected you. And you think you should be eligible. Good luck...
