VS should have removed the old runtime, you can check in:
Settings->Applications->Manage Applications->Mono Shared Runtime.
But even if that was the problem, it returns something like
[FAILED_ALREADY_INSTALLED].
My only other guess is to check logcat:
adb.exe logcat -d
Hopefully it is reporting an error there.

Just hangs, never returns a cmd prompt.
Is possible it has something to do with the old Runtime not be removed?
I looked in Running Services but did not see the Runtime. I assume it is
somewhere else.
