Hi,
I also had the same problem and I was able to solve this by
copying the monoandroid.licx file to Mono for Android\License under
the Users directory as specified by your instructions when i
downloaded the license.
I just created a Mono For Android/License directory under
C:\Users\%UserName% in Windows 8 OS and copied the file and it seems
to work. I am able to deploy to my android phone.
